Attack & grind through tough skirmish battles (in hard mode) but at the end of the turn, the town is not occupied by my forces and I have to repeat over and over, yet no result.
Same issue with many towns. I just noticed a way to get the town. After you have won the battle of the Bari use whatever other units you have and attack whatever enemy unit on the campaign map. After this, you suddenly get the Bari. This has worked for me few times but you maybe have to do this on the same turn. Annoying but at least it has let me continue the campaign and repeat this with next town with same issue.
