Let me start off by saying, I love this game franchise, but ever since this bug started to show up (Somewhere around the 64bit update I THINK), I'm unable to play and enjoy any of the games, and I'm also put off on buying the new one...
Please take the time to read and investigate. Over the years, Iv'e made several forum posts on different platforms, contacted (and went trough the same comprehensive steps with) support for over 4 times to no avail. I'm not the only one having this issue as evidenced by the reactions I received by a bunch of other players in different forums.
I hope this reaches someone that can solve/ has solved the issue.
The issue:
Randomly during gameplay, when gripping the camera using the middle mouse button or when I'm holding down alt, the camera jumps to a different position or angle. The game runs great and very smooth, no stuttering when this happens, so it's not performance related. You can imagine this makes the game entirely unplayable when the camera constantly shifts in multiple directions when I don't want it to. I mainly play skirmish against AI, this happens on all the maps and it get's worse towards the end of a match.
A theory I've heard from some people is that it's related to the game making calculations for things such as the AI, and therefore when it's getting to much for the game to handle, the camera movement would become unstable. If this is the case, the only way to solve it would be by a patch or mod, which makes it all the more difficult to get a fix.
Testing:
Personally Tested on 3 different machines:

On Windows 10 & 11
At 120 fps & 60 fps & unlocked fps @1080p
All graphics settings & options tested.
Multiple mouse dpi's tested.
Multiple mice and keyboards tested.
Multiple screens tested.
Issue is worst in coh2 but also present in coh1 and dawn of war 2 though not as often/ noticable.
Tested both the 32bit version & the 64bit version
Interesting test by another player:
"I made a test game with cheat command mod. At first I disabled the AI and capped the framerate at 80 FPS. I also used RTSS to show a frametime graph to see if there are any spikes in render times. Doing this I got a completely steady graph except for building new structures/units which the game doesn't handle well. I extensively used the middle mouse button to scroll around the map and also just pushed it without moving the camera. There were no jumps. After that I uncapped the framerate. Still no jumps, just not as smooth gameplaywise. Then I reactivated the AI and gave it all resources and speedups so it spammed units. This tanked the framerate and you could also see periodiacal dips (around 4 per second, this can be seen more clearly on a replay at lower playback speed) on the frametime graph where I assume the AI does calculations and gives out orders to it's units. And this is where the jumps showed up again. I guess when you happen to hit the scroll wheel in on of the AI calculation phases where the game basically stalls, it can't get the right movement values from your mouse and does wrong calculations resulting in those jumps."
As I mentioned before, I've already contacted support 4 times to no avail so I won't be going through that again. After going through all the same steps for 4 times, I always get the answer "we can't replicate the issue." which sucks. As a coh fan, I'm just trying to find why it does this and hopefully find a fix so that I can enjoy the games again.

The game seems to create a race condition with windows while the mouse disappears when pressing the middle mouse or alt, causing the mouse to jump to the middle of the screen resulting in those camera jumps. This is an issue with the game code, not windows nor the individual user.
How to reproduce the bug:
- Play a game @120hz
- Set mouse polling rate to 1000
Again, I really hope someone from Relic can take a look at this issue, lot's of people can't play the game because of this.
Same bug, the middle mouse button panning is completely broken. I'm playing at 60hz, no difference. Every single middle mouse click has a chance of jerking the camera across the map, seemingly by resetting the mouse position to centered on screen.
COH1 has this issue, COH2 has this issue, I haven't bought COH3 yet... Should I even?
Forget it, the developers don't care about the game coh2. They don't have the resources to fix the game, they don't even want to fix simple achievements.

Achievement aren't exactly "simple" since the game is published by SEGA and they separated from it. They would probably have to contact both Valve and SEGA to fix this, in the best case scenario they would be able to fix it, but realistically SEGA would just ghost them. And they've got bigger issues with CoH3 at the moment.
