I'm just throwing this out there, there are also a few things to disclaim:

Most Changes are Percentages, I dont know that much about Armor, Scatter, Firing Rate, ect down to a science. so there is not that much changes to team weapons.

Im Also a Mainly German Player, so I tried to make this as Unbiased as possible.

Im also may use some pre march 28 stuff, but I am sure most of it is up to date
SOVIET BUFFS/REWORKS

Shock Troops
Armor Increased to 1.7 from 1.5
New Vet 1 Ability: Oorah! (To Promote Closing in on the enemy)

Guard’s Rifle Infantry
Cost reduced to 320 from 360
New Vet 1 Ability: Oorah!
New Vet 1 Ability: Hit the Dirt!
DP28 Machine Gun Munition Costs reduced to 80 from 100 munitions

Penal Battalions
Changes to Flamethrower Upgrade:
Replaces 2 rifles with PPSHes
Changed Name to Penal Anti-Infantry Upgrade
Also...
Added Upgrade: Penal Anti-Tank Upgrade
Replaces 3 rifles with:
3 PTRS Rifles
Costs 60 munitions
New Vet 1 Ability: Hit the Dirt!

Conscripts
Build Time Reduced by 10%
New Vet 1 Ability: Hit the Dirt!

PTRS
Penetration Increased 10%
Scatter Reduced to 4 from 5

Mosin Nagrant Rifles (Excluding Engineers)
Accuracy Increased ~7%

Penetration Increased 5%
Front Armor Increased 5%
Deflection Chance Increased 10%

Command Point Requirement Reduced to 8 from 9
Population Cost reduced to 11 from 12

Can now add a 50. Cal Machine Gun to the top

(Larger Radius, More Damage vs Infantry and Buildings, Cost 40 munitions per shot)

Range Increased by 5%
New Vet 1 Ability: Piercing Round (Same as the ISU-152 Piercing Round)
Can now add a 50. Cal Machine Gun to the top

IS-2 and KV-2
Front Armor Increased by 5%
Firing Speed Increased By 10% (IS-2: 15%)
Accuracy vs. Vehicles Increased 10%
New Vet 1 Ability: High Explosive Round:

KV-1
Command Point Requirement Reduced to 7 from 9

Upon Activation, All units Reinforce 75% Cheaper and Faster.
Still grants conscript squads for every 6 dead units, max of 2

Gives the ability to repair at 75% the speed of Pioneers

Available at Battle Phase 2

Relief Infantry Ability
Upon Activation, All units Reinforce 50% Cheaper and 25% Faster.
Can Also “Over Saturate” Grenadiers and Panzergrenadiers By maxing the Squad size to 6
Any extra squad members from the normal 4 will be Osttruppen with Kar98 rifles
Still grants Osttruppen squads for every 4 dead units, max of 3

88mm Pak 43 Now Has a 6 Man Squad and Population cost reduced to 12 from 24

New Ability: Deploy Jaeger Light Infantry, for the following commanders:
Elite Troops Doctrine
Jaeger Light Infantry Doctrine
Lightning War Doctrine

Jaeger Light Infantry
Costs 300 Manpower and 9 population, available at 3 CP
A 5 Man Squad

New Ability: Sprint
New Ability: Interrogate
Unlike the G43 Assault Upgrade Interrogate, Jaeger Interrogates are: (Compared to normal Interrogating)
50% Faster Interrogating
Length of Interrogate Effects Reveal are doubled
Cooldown is reduced by 20%
Can Now Use Model 24 Stun Grenades (Elite Troops Doctrine) and Ambush Camouflage (Jaeger Light Doctrine)
GERMAN NERFS

G43
Lethality reduced by ~5%

Panzershreck
Penetration Decreased 15%

Panther
Blast Radius Decreased 15%
Scatter Increased by 1
Increase Veteran Requirement by 10%
10% More Prone to Engine Damage (Historically Accurate, Panthers usually had defective engines)

Pioneers
MP40 damage decreased by 20% until Battle Phase 2 to prevent early game dominance

Jaeger Light Infantry Upgrade (G43) has been removed from the following commanders:
Elite Troops Doctrine
Jaeger Light Infantry Doctrine
Lightning War Doctrine

Relief Infantry
Munitions Cost Increased to 200 from 180
UNIVERSAL BUFFS/REWORKS

All Non Rocket/Mortar Artillery Population has been cut ~25%

Almost all Ideas here are genius, Relic should really check these changes out!
