Unless the buff bulletins now that people will be able to pick what ones they can have now

That way bulletins will actually effect gameplay and possibly change the field, for example, as brits, if I had the veteran infantry one that would buff my early game that much more, then have something like the veteran anti tank gun for midgame and lastly 'haley is that you?' for late game

With all those buffed and not knowing what the enemy has and vice versa it could provide an interesting change of play to every single battle

My one concern is the state of bulletins effect on game play once there are no duplicates etc. Will bulletins really make any difference at all now?

Thankfully Relic saw it as a probelm and got rid of stacking. But isnt that the point? You can always have lets say 3%reload 5% faster between shots and veteran training (get the idea) for your core infantry or mortars etc. But hey.! No more 5% less ammo x3 for OKW schrecks or 222 3% less cost. Stacking those did matter i.m.o. Made the game unfair!

And btw Relic! Saw the new latest update. I liked the "old" option where u can choose what type of buelltins u want to see! Infrantry, tank, etc. I personally think this is ready to go live. I think people like me are dying to salvage their 600+ duplicates!

How often will Supply crates drop? Relative to other times, i.e. will they be as common as bulletins, or as rare as commanders?

Well stacking is a problem I agree. But without stacking I don't really feel that any bulletins mean anything. They give you extra stats that really wouldn't benefit a lot I feel especially as you are building combined arms primarily. It still makes sense to go full infantry bulletins as your most common unit on the field for max effect.

My suggestion would be to make more singular or specialist units have better bulletins. Otherwise it's pointless imo

I'm going to be the counter argument to this. I believe that stacking is/was a good thing as it made an actual difference to a units performance. What I see now with the proposed system is a lot of wasted developer time over a %0.03 difference for some really useless statistic. Blue is 3% more blue, etc.

If Relic truly wants to make bulletins mean something, I see two options.

Redo the existing bulletins and allow them to stack in meaningful ways.

    or

Redo the system as proposed but buff the bulletins % to be meaningful.

Additionally I do think some bulletins just need to be removed in general. Any dispatch ability ones could be chopped.
