UKF - Commander Abilities Bug on Rzhev Winter Map

Bug Description
Some of the commanders abilities are not working (instant refund of resources and cooldown reset) in Automatch (didn't test it in custom games).

Repo Steps
Pick UKF, join game on Rzhev Winter via Automatch. Found this bug with Commando Regiment and Royal Artillery Regiment commanders. Earn CP to unlock abilities. Try to use Early Warning on Royal Artillery Regiment or Assault on Commando Regiment at any stage of the game (early, mid, late game). Other abilities with this commanders selected work fine. Can't be sure about other commanders working, maybe they have same issues.

This is a very old bug, but I don't know why it's still not reported well. Hope you will fix this soon, because it's breaking a game on this map.

Got issues with this to, Commando Regiment Assault ability don't spawn the recon planes.
