Supply planes called by this ability are invurnerable to any antiaircraft damage.

And I think, that it's 2 OP, compared Soviet oil drop. For 200 manpower we have 50 oil(or 100 ammo). Soviet have 30 oil for 100 ammo. Moreover Soviet plane arrive from enemy baze. And if there are 2 OKW, this air is useless.
