Do bulletins affect unit variations?

Title says it all. For example:
Ostheer Strategic Reserves Doctrine
Do the P4J & Tiger Ace benefit from any of the bulletins that affect their base unit class?
I'm trying to figure this out by looking through the attribute editor, but I'm not having much luck (I'm unfamiliar with the editor). Would appreciate any info
