Low optimization/FPS

(Sorry for my bad English) Hi ! I bought a game with all the extras yesterday, but before that I looked at system requirements. I do it 100%, but it turned out later that the game has very poor optimization which made me very angry because nothing was written anywhere before. I feel cheated because I did not buy a game with add-ons adapted to my computer to play at the lowest settings with the lowest resolution. It's been several years since the release of the game and maybe there are any solutions in this matter?
I feel that the creators of GTA 4 did CoH2
