Two days ago I left two matches after teammates dropping or being afk. I've got I think a eight minute penalty after the second time leaving. Since then I haven't left any game but I get random penalties after a clean surrender vote match end. Yesterday I got a 60 min penalty and today too. Like I said after a clean surrender and therefor it's clearly bugged.
