I'm just curious - there's a player who deliberately ruins the game (destroys his team's base/units/weapons), he's reported, but a couple battles later we see him doing the same thing again, and everything repeats in a circle. I've never once seen any reports of anything being done about such accounts.
  I don't want to make an example, cause that's the most toxic game ever, but there's "D*ta 2" where there's some sort of arbitration of high ranked players who can review games and decide if a player is guilty of what he's accused of. In CoH I don't see any measures taken against such “players” at all. Why can't they be separated into a separate queue where they will play with their kind, or just block their access to multiplayer for a period of time? What actions are being taken in this regard, or do Leliks, as usual, not care?

  I realize there are all sorts of players and there are all sorts of people like that everywhere. But you can (and should) fight them, because they ruin the game for everyone, and on purpose. It is one thing if a player is a beginner, and quite another when he knows exactly what he is doing and acts to his detriment

  Sure, there will probably be individuals who will get together in teams of 2-3 people and willfully rep someone (bully them, so to speak) because they didn't like them. But that's why I suggested some sort of arbitration from the players themselves that could look into such behavior. Because right now I don't see any reaction from the administration at all, even though they constantly CTRL+C - CTRL+V duty phrases like “Make sure you use the in-game reporting system” or something like that

I think Relic, and most other companies, just ban the account but not the IP address or game key.  With family sharing, trolls can make infinite numbers of accounts, delete the ones that get banned, change the display name to match the old one, and keep going.
